Mr Cowling has received a letter from his brother, who is a missionary in China, written just prior to the outbreak of the troubles in Changsha. Tlie writer stated that the outlook was bad, as floods had destroyed a great part of the rice crop, and th© authorities, instead of doing their work, wero neglecting the administration and pocketing the money. They had also formed a corner in rice, and this was causing much murmuring and discontent. Soldiers were joining tho trouble, owing to the officials keeping back their pay.
