LONDON, September 4. The Johannesburg correspondent of " The Times " says tho projected four millions loan contains the possible basis of a really satisfactory arrangement. The details require amendment, especially more extended settlement and immigration under the control of the Imperial Government, with a view to keeping tho question out of tho petty political arena of the individual States.
