London newspapers interpret the publication of Commander Jessen's report on the Knight Commander and Teo incident as showing tliat Russia disregards the settled practice of nations as regards neutrals, whilo in the coso of the Malacca Russia ignores the validity of tho protest against tho breach of an international act concerning the Dardanelles, and merely ascribes the release to tho declaration that the Malacca carried Government stores. 11» "Standard says that unless it is shown that the railway material aboard the Knighti Commander, and the fish aboard tho German steamer, Teo, which was also mink, were intended for the actual use of the Japanese troops, they cannot be considered contraband, and the Guar's reflations cannot make them so. BERLIN, August 3. The "National Zeitung" states that- the Scandia carried 400 tons of railway material.
