PROPOSED COLONIAL CONFERENCE.
LORD ROSEBERY'S LIMITATIONS. United Press Association—By Electric Telegraph—Copyright. (Received August 4th, 10.16 p.m.) LONDON, August 4. One of Lord Rcsebery's limitations, under whioh ha welcomes the proposal to hold a Colonial Conference, namely, that tliere must be no expectation of the Motherland being prepared to tax or narrow her supplies of food, is commented on variously by the newspapers, according to tho standpoint chosen. The "Daily News" says that after reading Lord Rcsebery's letter many times, it is still uncertain whetiher he approves of the Conference. Lord Rosc-bery often apologised for excursions liko these into the field of politics, saying that he held a detached position, but though entitled to detail him-self, he ought to remember that ho once held a great position, and that his words carry weight. The letter might be seized upon, by C-ham-berlainites as a help in distress.
