Captain Parsons, superintendent of the Mercantile Marine, in his evidence before the Navigation Bill Commission, said that throe-fifths of the crews of British vessels were foreigners, and the proportion was rapidly increasing. Foreign vessels employed their own sailors. Some of the conditions regarding the treatment of seamen required amendment. The principal reason for desertions was the wish to get Australian wages.
