" APPEAL TO JEWISH BANKERS. bT. PETERSBURG, June 8. The Russian Minister of the Interior, fearing the cessation of public works will lead to. outbreaks, hae appealed to the Jewish bankers in Russia to assist in a fresh loan. They declined unless the Jew* were granted concessions. The Minister thereupon issued a secret circular enjoining the provincial Governors not to embarrass the Jews, even if they lived outside the allotted residential areas. Ho then made overture* to the Berlin bankers, which resulted in the ofler to .float a loan, conditionally on reform in Russia, including a farther concession to the Jews, and a modification of Russia's Finnish policy.
