(Received June 10th, 0.40 a.m.) LONDON, June"ft The House of Commons is discussing the Aliens Exclusion Bill. Sir H. CampbellBannerman and other Liberals urged that the Bill introduced an elaborate system to exclude a certain clam of foreigners, involving a departure from the country's ordinary practice and traditions, and that it ought to be discussed by a committee of the whole House. The Government replied that the Bill was really (non-conten-tious, and at their instance it was referred to the Grand Committee of Law by a majority of 90. Mr Balfour confessed that the step was taken to prevent unnecessary obstruction.
