Balfour, leader of the House, explained in the House of Commons the provisions of the Procedure Bill. Two sittings are proposed to be held daily, and the days allotted to supply will be limited, and the method of division «m----plified. Discussion on the report stage of Bills will be restricted. Changes are made in committee work, and discussions relating to privilege will be referred to a speoM oommitt*©. Members who are suspended for the first time will be excluded for twenty days upon which 'the House sits, for the second offence forty days, end the third eighty day*. Excluded members can only then be re-admitted upon apologising in writing to the Speaker. Members disobeying after their suspension will be excluded for eighty Parliamentary days or for the remainder of the Mesion.
The Bill further provides that in a crisis of disorder, the Speaker ie entitled to suspend the sittings of th& House. The Bill was favouraWv received.
