The troopships Manchester Merchant aod St. Andrew 'have arrived, and the Custodian and Antiliian are expected in a few days to convey the Commonwealth Contingent to the Cape.
THE COMMISSION ON CONTINGENTS.

LONDON, January 31.
Mr Brodrick, in the House of Commons, said New South Wales alone raised the question of diebureemente, but'the decision to pay a commission on expenditure on contingents applied to all the colonies, and the Premiers had been co informed.

The "Westminster Gmtte" says the precedent for Mr See's exaction of a commission is very slender. Probably the colonies would not have thought worse of Britain if the Government had refused to pay.
