THE POPULACE RISES TO THE OCCASION. (Received January loth, 4.57 a.m.) LONDON, January 12. A naval brigade, 2000 strong, and with six Hotchkiss guns, aro at Capetown in readiThera cro 4000 men in the Town Guard, and 450 men in th« Postal Corps have been enrolled, and are drilling daily. The "Cap*. Times" and "Argus" havo each formed on employees' corps.
