ROWING MATTERS.
THE NECESSITY FOR LOCAL GOVERNAIENT. (SPECIAL TO "THE PRESS.") DUNEDIN, January 11. In proposing tho toast- of the New Zealand Amateur Rowing Association at a smoke concert tendered to Messrs AlcGrath and Priest, the winners of the Double and Single Sculls at the Championship Aleeting, Mr Galloway said ho thought, that the good work that had been done by the Association would be greatly increased "if, instead of the clubs in New Zealand having direct representation on the governing body, each provincial district were governed, as in football, by a local body represented on the central body. It appeared to him to be a mistake that the central body should lie, as it were, a court of the first instance. It ought only to be a court of appeal. Matters ought, to be discussed and settled by a local body, with a final right of appeal to the central body. Touching on war matters, Mr Galloway said it seemed to him to be an absolute certainty that our young men would have to fight for the honour and safety of this colony. Ho believed that troublous times ware before us. The Boer war had opened the eyes of the world to what- Britain could do, and had given us tremendous responsibilities. Our eyes had b.en opened to the fact that we in New Zealand were a great and important part of a great and important. Empire. This made it necessary that training in athletic sports should go hand in hand with training in the use of arms.
