The "Daily Telegraph" sates that Great Britain has declined to ratify the HayPauncefote treaty until tho claim of an English shipping company,'"holding th- monopoly of the traffic on the Sangui River till 1927, is satisfied. The company is willing to sell its rights for fifty million dollars. Senator J. T. Morgan, Chairman of the Select Committee on the construction of the Nicaragua Canal, admits tho validity of the claim which blocks canal legislation.
