DEPLORABLE CONDITIONS.
Every effort ihas been made to render the prohibitory law effective in Kansas. Not only was the original 'law stringent in its enactments, but at different times the Legislature has proposed and adopted amendments of a severe and drastic character for the purpose of increasing its Besides, this, many cities have themselves adopted additional measures for the suppreseion of saloons. Kansas City, fox example, ! hfta..an ordinance against' -tippling ■flhops, by which' if ie "provided ChW>thoße 'wfco ieep a place where liquor ia ebld shall be liable to , a fine of fifty dollars -and sixty days' im-' prisonmeat. > The utter futility of these laws and ordinances is shown by the following facts taken from the "Topeka State Journal" of' August 9fch last:— . "The record <rf arrests and convictions of jointists {sly grog-sellers) since April 15th, 1899, is as follows i — Apittl—Sevsa arreste and tihiee convictions in Police Court. 3j[ a y_.Twenty-nine arrests, teo dismissed, seven appealed, three not eettted, nine convicted. ■ "• ; A June—Twenty-six arrests, eleven dismissed, : five appealed, three not closed, seven convicted. . . - July—Thirty-one arrests, dismissed, two appealed, three continued, two not closed, four convicted. August, to 9th—Twelve arrests, one dismissed, one one convicted, atod eight continued." |
