DEPLORABLE CONDITIONS.

Every effort ihas been made to render the prohibitory law effective in Kansas. Not only was the original 'law stringent in its enactments, but at different times the Legislature has proposed and adopted amendments of a severe and drastic character for the purpose of increasing its Besides, this, many cities have themselves adopted additional measures for the suppreseion of saloons.
