United Press Association—By Electrio Telegraph—Copyright. CAPETOWN, October 18. It is reported from Pretoria that the Boers under Cronje are bombarding Mafeking, and have cut off the waiter supply. The Boers captured the telephone at the -.odder River railway station, and, by sending false messages, -vainly endeavoured to trick the British at Kimberley to reveal the disposition of the troops. A breakdown in the transport arrangements is impeding the advance of the Boers. The railway from Laing's Nek has been destroyed, in order to prevent the British attempting operation- by means of armoured trains.
All the foreign CJonsuls in Pretoria have enjoined their cwuntiyrnen to observe neutrality. The Netherlands Co<r_r_l at Natal has issued a _r_il_r proclamation in Natal.
