Lord Salisbury said Great Britain would never re-occupy the position she had occupied in the Transvaal for the last eighteen years. He hoped British paramountcy would be consistent with a large measure of autonomy. Sir H. Gampbell-Bgonernran said the Cabinet had been dealing with the Transvaal in a game of bluif- \ Mr Balfour replied—"We have the cards, and intend to play them. Reinforcemente are being sent to protect our possessions."
