SPEECHES BY' PARTY LEADERS.
A HOSTILE AMENDMENT REJECTED. LONDON, October 17. The Queen's speech at the opening of Parliament will be extremely brief . It states that it trill be necessary to provide \ for expenditure for an exceptional exigency, and to sanction the calling out of the reserves. Other subjects will be deferred till the ordinary session. The whole of the 25,000 British reservists who were recently summoned to join the colours responded to the call. } October 18. The special session of Parliament to deal with the Transvaal question has opened. The debate on the Addrese-in-Reply showed that the official Opposition co-oper-ate with the Government in regard to the question of British paramountcy. Mr John Dillon moved an. amendment impugning Great Britain's right to interfere. This wae negatived by 322 votes to 54, 1 including. 14 Radicals. Lord Salisbury said Great Britain would never re-occupy the position she had occupied in the Transvaal for the last eighteen years. He hoped British paramountcy would be consistent with a large measure of autonomy. Sir H. Gampbell-Bgonernran said the Cabinet had been dealing with the Transvaal in a game of bluif- \ Mr Balfour replied—"We have the cards, and intend to play them. Reinforcemente are being sent to protect our possessions." He addted—"The self-governing colonies are; with us heart and soul; the Empire's conscience is with, us. , ' The Government asks far ten millions on the Supplementary Army Estimates. ... i' .*■■■' ~ ; ■ / /
