The Committee had reported against the measure being allowed to proceed. BILLS PASSED. The Ohrisrt«lnirch City Bgrrowmg Bill and lh« Aid to Public Works and Lend Settlement Bill passed their final stage* without «M»a«e. THE MUNICIPAL FRANCHISE. The Municipal Franchise Reform Kxten•wwv Act Amendment Bi.ll was reaid a Kcond time, on the tnotion of Mr W. C. WALKER.
