ST. ALBANS.
The Council met at 7.30 p.m. Present —Crs. Neate (acting mayor), Davcy, Keig, Money, Morgan, Glass, and Barlow. The three latter, being the newly-elected councillors, and Cr. Davey, who had been returned as mayor, in the stead of Mr F. Waymouth, resigned, made the usual declarations.
The new mayor was congratulated by the acting mayor, and suitably replied. The finance committee reported that the receipts since the last meeting had been eBOB 8s 2d ; tho debit balance was £306 6s the pay sheet amounted to £422 2s. The works- committee recommended that a-hvee-ineh deep well bo sunk at the office yard for watering, flushing, and fire prevention purposes ; that three or four chains of the Papanui road be coated with tar on the first available opportunity and screenings be placed thereon, for an experiment; and that tenders be invited for the purchase of old timber, Sec, in the Council yards. Permission was requested to obtain fifty yards of broken metal. The report was adopted, with the exception of the first clause relating to the deep well, which was postponed, a 9 it was part of the loan soheme. The reports of tho inspector of slaughter houses and nuisances, and foreman were adopted. The Town Clerk reported that he had received the resignation of Cr. Penteney, and had taken steps to fill the vacancy. Mr Superintendent Smith was appointed fire inspector for the borough. Mr D. Thomas, for Matson's trustees, wrote, pointing out that tho Council had agreed to take over and form Innis's road if the owners gave the land, which they were willing to do, and he asked if the Council would state distinctly whether they would carry out their contract or not. After September 30th his offer to give land would be Withdrawn. The widening of the ro-ed could not benefit the estate or himself personally, and he was foolish enough to believe that when he gave £250 worth of land for nothing that he was doing enough for St. Albans and making a handsome contribution towards carrying out the necessary works. The Mayor said this matter had been before the Council several times as new business and dealt with each time, and had, moreover, given a definite decision at the laat meeting not to form the road.
Cr. Neate said there was nothing on the books binding the Council to carry out the work, and no official intimation had been given that they were prepared to form the road. ; The'letter was received. A letter from the Registrar of Electors, asking that the name of Toon's road be changed was referred to the Street Naming Committee. A petition was received from several ratepayers asking that steps should be taken to have the formation of Dean Btreet com' pie ted. The matter was referred to the Works Committee. The various committees for the ensuing year were appointed. On the motion of Cr. Neate the resolution appointing the whole Coonoil as a Loan Committee was rescinded. It was decided to call for tenders for sinking a deep well in the Cbunoil yard. Leave of absence was granted to Cr. Money, who was-about to visit Australia, land to Cr. Hill. The Council then adjourned.
