THE CZAR'S PROPOSAL. ' ENGLISH AND CONTINENTAL OPINION. United Press Association—By Electric Telegraph—Copyright. ',•_-. LONDON, August 30. The Czar's proposal for disarmament has attracted widespread attention. The foreign press generally are favourable. The American papers regard the idea as Utopian. The Paris papers are shy in expressing an opinion, fearing that the project had not been revealed to M. Faure, and several Parisian newspapers hope that the AlsaceLorraine question will be first settled. The British newspapers recognise the Czar's motive, and express sympathy with it. The majority, however, regard it as chimerical. The German papers are cynical, although the semi-officials organs are more cautious. The proposal had a hardening influence on the Continental Bourses, an impression prevailing that peace waa assured for the present.
