The chief subject for discussion will be the Federation of Labour. The delegates number 450, representing a million and a quarter workmen. Mr James O'Grady, a Socialist, was elected President. This is the first occasion on which a pronounced Socialist has presided over the deliberations of the Congress. ROUND THE WORLD ON WHEELS. Messrs Fraser, Lunn and Lowe, the cyclists, who have been touring the world, have returned to London. FAMINE IN RUSSIA. ■ PETEKSBUrvG, August 30. Famine is causing acute distress in Russia, especially in Kazan, where the thatching from the roofs of peasants' houses is being used for fodder. The authorities are endeavouring to prevent the complete destruction of live stock. THE POLICY OF MR RHODES. CAPEIQWN, August 30. Mr Rhodes, in his final speech to the electors, said he would have the whole colony with him in five years. He would continue to press on his policy of keeping the North with the South, in flip hope of creeling a union between South and Central Africa. ANOT-lEt. ALPINE FATALITY. BERNE, August 29. Another Alpine fatality has occurred in Switzerland. Dr. John Hopkiuson, the celebrated electrical engineer, his son aad two daughters, were ascending the Peak of the Dent dv Midi when they were overwhelmed and all perished. GREAT FIRE IN SMYRNA. CONSTANTINOPLE, August 29. By a great fire i . Sinyrua, the custom, houses were destroyed.
