General Schaw, who has had to do with the colony's defences, is of opinion that the issue of the Spanish-American war will be decided at sea — the American fleet be manned by Americans, he thinks the war will soon be over; but, should foreigners predominate among the crews, it win probably last longer, victory should, however, in any event rest with the Americans. It is evident that General Schaw attaches the greatest importance to the quality and value of the fighting men—and be is right Success depends on " quality and value," which is the battle-cry of the invincible Empire Company* Teas in the war of teas advertised m h&ring been declared.—{Advt.;
