London, May 8. Lieutenant-Colonel Sir Marshall James Clarke, Resident Commissioner and Chief Magistrate at Zululand, has been appointed Resident Commissioner at Rhodesia.

In the House of Commons Mr Chamberlain announced that the Government had accepted the offer of a differential tariff for Rhodesia on the condition that the rates charged on British goods shall never exceed those imposed in the case of products sent from Cape Colony. Sir W. V. Harcourt and Mr John Morley protested that this would entail a reversal of the national commercial policy.
