Reports from Havana report that an American warship which came within range of the forts in the harbour was fired on and compelled to retire. Many officers and men of the National Guard of New York have refused to enlist for war. As those who refused to enlist were ordered lrom the camp the troops with whom they would not associate shouted " Cowards," " Dogs."
