BOROUGH COUNCILS. -o. ST. ALBANS. The St. Albaus Borough Council met last night. Present—The Mayor (Mr Waymouth), Crs. Money, Wake, G'ass, Oharlewood, Neato, Morgan, Millton, Keig, Cook. Ib was decided that the 10 per cent, on unpaid rates should take effect on and after February Ist next, according to the Rating Act, and that an advertisement coucerning the same ba published. The Finance Committee reported receipts £706 163 sd, and recommended payment of accounts amounting to £332 Is 6d. The report was adopted. The Sanitary Committee, among other matters, recommended that the night soil area should include all that portion of the borough from and including Fitzgerald street, Barbadoea and Madras streets, and the North bslt. The report was adopted. The Works Committee recommended tenders should be called for the culvert on May's road, and the Mayor and Chairman of the Avon Road Board should be authorised to accept a teuder. The report was adopted, as were those of the Slaughterhouse Inspector, the Foreman of Works, and the Inspector of Nuiaancas. It was decided to co-operate with the Municipal Fire Insurance League, and Cr. Neate was appointed to represent the Couucil on the proposed Confereuce. Air W. W. Collins, M.H.R, wrote that he had received a telegram from the Hon. J. G. Ward that instructions had beeu given for tho arrangement of a branch post office at £b. Alban?. It was decided to thank Mr Collins for his efforts. Tho Mcyor waa • appointed to represent the Couucil at the Conference of local bodies on the 29th inst., coucerning the weekly half-holiday. Tho Mayor reported that the Superintendent of Telegraphs wished to know where the.Borough would like its Telephone Bureau and Post Office situated. It was decided to suggest Ecans' store, St. Albaus Lane, as the most suitable locality. The Works Committee were instructed to see about the removal of certain barbed wire fences. Cr. Wake moved to rescind the motion of the Couucil of December 2ad dealing with the reduction of the wages of the day labourers. He pointed out that under the new system of payment there would be a saviDg of 2d per day. Cr. Neatb seconded the motion. The Mayos pointed out that there was a saving of 7£d per day. After discussion, the motion was carried. Ayes—Crs. Wake, Glass, Cook, Charlewood, Neate and Morgan. Noes—Crs. Money, Millton and Keig. Cr. Wake moved—" That the question of wages be referred to the Works Committee to report upon." Cr. Glass seconded the motion. Cr. Keig moved as amendment—"That the carters be paid 7s per day and ordinary hands 6s per day." Cr. Millton seconded the amendment. The amendment was lost, and the motion 1 carried. The Council shoitly afterwards adjourned. I SYDENHAM. 1 - An ordinary meeting of the Sydenham Borough Council was held last evening. Present—The Mayor, and Crs. McLennan, Clifford, Muffet t, Hadfield, Large, Caygill, Rudd, Billcliff, Manhire and Cutler. Apologies for absence were made for Crs. Hirtzell and McMillan. A letter was read from the Government Life Insurance Department, Wellington, with reference to the loan of £25,000 advanced by the Department to the Council, and stating it was noticed j that the amount set apart as sinking fund was standing on current account at the Bank, and it waa presumably non-interest bearing. As the present average amount annually set apart for the ainking fund without any interest accruing thereon was inadequate to provide for the redemption of any appreciable portion of the loan at maturity, the Commissioner would be glad if the Council could arrange for a suitable investment of the moneys in hand, and of the further amounts accruing from time to time. The letter was referred to the Finance Committee to report upon. Messrs Harman and Stevens wrote stating that they were not prepared to enter npon the consideration of any proposal affecting the opening up of land other than section 62. If, however, the Council wished to negotiate with Sir John Hall, the owner of section 13, the writers would not press for an answer to their letter of December 4th, The letter was received. Mr H. L. Bowker, on behalf of Mrs Stud holme, wmte, offering a section of land in the Someitleld estate as a site for a cemetery. The letter was referred to a Committee, consisting of Crs. Cntler, Hirtzsll, Hadfield, Manhire and Muffett to report upon. A letter from the Addington Oddfellows' Lodge, drawing attention to the necessity for extending Dickens street to Ponlsou street, was referred to the Works Committee. The Town Clerk was instructed to issue notices regarding proposed alterations in the valuation roll. The Finance Committee reported:—Receipts—General account. £158 03 4d ; separate accounts, rates, £98 17a 10d; total, £256 18a 23. Accounts to the amount of £313 2a lid were recommended for payment.
