Thero is considerable irritation in Germany with Russia over the fact that the Chinese loan has been placed on the Paris market, and the Chinese authorities are considered to have acted disloyally towards Germany. London, June 10. News from Berlin states that the announcement that the Chinese loan is guaranteed by Eussia has completely surprised and outwitted the German Government. The negotiations in regard to the loan were kept secret, although it was supposed that both countries were acting in concert.
