The Governor"f" Speech stated that the estimate of the revenue had not been realised in consequence of the falling off in railway-, Customs and lands. But the outlook Avas good, and the rise in the prices of products promised permanent prosperity. Regret was expressed at the unavoidable delay of the federation movement. A pro- ' poail Avould be made to further reduce the Governor's salary and emoluments, and for strict retrench ment in the Public Departments in order to avoid further taxation. Measures \yould be introduced for the consolidation and conversion of loans, assistance to producers by means of cheap railAvay rates, subsidies to freezing works and co-operative vineries, the making of early closing compulsory, the establishment of a State Banian d substantial land reform. With the exception of the reciprocal treaty with New Zealand no new policy of importance was mentioned.
