Press Association—By Telegraph—Copyright. Berlin, January 1. The Woc7tenblatt, of Berlin, the organ of the German War Office, urges the leaders of the army to increase and encourage the fighting spirit of the rank and file in order to be ready for an emergency.
The Kaiser has approved of the plans for the more efficient teating of the readiness of the troops on the French frontier, and it is also intended to place a portion of them on a permanent war footing*
