February 27. Sir Andrew Clark, Acting AgentGeneral for Victoria, impresses on the British Government abd the Governments of the various Australasian colonies the necessity for developing an ocean mail route to colonies through the Atlantic and Pacific oa the ground that the naval, military, political, aud trading advantages of the Western route would greatly add to tbe potential strength of the Empire in event of an outbreak of war. A BIG SCHEME. The London County Council has submitted to a Koyal Commission a scheme for forming London iuto one corporation. Tbe draft proposal provides for the amalgamation of London into one municipal corporation consisting of 118 councillors and nineteen aldermen under the Lord Mayor. All the property of the city of London and County Council is to pass to the new body, subject to trusts. THE COMTE J>E PARIS. Paris, February 26. The Comte de Paris has withdrawn his subsidy to tbe Monarchist Press, in the hope that he will be permitted to return to France. SPAIN AND MOROCCO. Madrid, February 26. The Spanish Government insists on the payment of £600,000 sterling as tbe indemnity for the attack on Mellila, but the Sultan of Morocco has replied that he ia unable to exceed £200,000.
