MR GLADSTONE'S PROBABLE RETIREMENT. Press Association—By Telegraph-Copyright. London, February 23. It is believed in Scotland that Mr Gladstone will retire at the end of the present Parliament, and it is thought probable that Sir Thomas Carmichael will be nominated iv his stead for the Midlothian constituency in the Liberal interest. February 24. The House of Lords has abandoned most of its amendments to the Parish Councils Bill, but has re adopted the amendment relative to the acquisition of land, and has a:so adopted an amendment by Lord Salisbury to restrict the number of elective trustees by parish charitable societies. It is regarded as certain that the House of Commons will oppose the amendments, and once more return the measure to the House of Lords,
