IRRIGATION.

Melbotjbnb, December 17. Chaffey Brothers ' have declined a tender for the irrigation of a block of land nnder tha new Irrigation Aot, in consequence cf the amendment in that measure made during its passage through the Assembly. In a speech to Parliament yesterday, the Governor described the Irrigation Act as a measure whioh deals with a SBbject of vital importance, and provides a settlement of the vexed questions arising aot of the indeterminate nature Of riparian rigbta in Victoria.
