LONDON, February 20. An official Blue Book has been issued containing Consular reports to the British Foreign Office, which folly confirm the past intelligence as to the serious nature of the outrages which hare been committed upon the Jews in Russia, The documents, moreover, show that the Eosaian officials have displayed the otmost apathy in dealing with the attacks on the persecuted race.

Earl Granrille, Foreign Secretary and leader of the Government in the House of Lords, has deolined to share in the formation of a Select Committee, which that chamber recently decided should be appointed to enquire into the working of the Irish Land Act, and it has fnrther transpired that Mr Gladstone will on Monday next move in the House of Commons that the |propesed enquiry by the Select Committee of the House of Lotds is untimely, and will defeat the operation of the Act and prove injurious to good government in Ireland. Mr Gladstone's proposed motion is likely to meet with strong opposition from the Conservatives, several members of that party having already protested against the motion.

In the House of Commons last night, Mr Gladstone introduced the motion standing in his name, providing for new rules to govern the procedure of Parliament. In proposing the same, the Premier made a lengthy speech, te the course of which he expressed his willingness to modify the rule for the adoption of cloture, so as to provide that the minority by which the same may be opposed should " exceed oae hundred, instead of being less than forty," as set forth in the motion before the House. On the conclusion of Mr Gladstone's speech, Sir Stafford Nbrthcote rose and formally opposed the motion, explaining his objections to the proposals of the Government. The debate was then adjourned. ST. PETERSBURG, February 20. Official communication has been published here by the Government having reference to the recent speech of General Skobeloff to the Servian students at Fans, in which it is merely stated that the Russian pelicy is not affected by the utterances of private individuals, and that the Government intends to continue its present pacific policy. A strong detachment of Cossacks, forming part of the Russian army in Central Asia, has been ordered to occupy Merv. NEW YORE, February 20. Sir Henry Parkes was. entertained today by the local club in this city,, and was accorded an enthusiastic reception.
