From time to time, as occaeion may require, to borrowed take up at interest any sam or Buma of mone? not exceeding in the whole the sum of fifty thousand pounds on the security of the mii rate, for the purpose of constructing com. pleting, extending, enlarging, repairing, end maintaining the said water race and theiwbrks connected therewith, and of otherwise osrrjinj into effeot the provisions of the eaid Mabero Water Bace Transfer Act, 1878, and for paying all expenses incidental to the raining and bcr. rowing of saoh monies. To secure to the lender or lenders of such monies the re-payment thereof, with interest, by debentures to be issued under the authority of this Act.
