BOROUGH COUNCIL.
KAIAPOI. Tuesday, July 4.
The Council met as usual, on Tuesday evening last. Present—The Mayor, Crs Day, Oram, Kerr, and Wearing. : Crs Porter and Fair weather, were granted leave of absence.
The Town Clerk read the correspondence to Mr Matthews, stating that the Conncil had referred his letter to the Public Works Committee, in respect to repairing Hilton street; to Mellor and Rosser, stating that their request in regard to the tolls at the bridge, had not been allowed by the Council; to Mr R. R. Hicks, giving him leave to put down a six-inch culvert near his house, on the usual conditions ; to W. Burnip, informing him that his application in«regard to the river reserves had been granted ; to Mr G. Haskell (as agent for J. S. White), directing attention to the dangerous state of the verandah of the BeeMve Store.
The Mayor read the letter he had fofwarded in reference to the fines and fees of the Magistrates' Court, oh informations laid under the bye-laws being paid over to the Council, as follows :— ;

" Sir, —I have the honor to inform you that the Kaiapoi Borough Council have adopted certain bye-laws under the 13th Schedule of the Municipal Corporations Act, 1867, and that the same have been submitted to hie Honor the Superintendent, and by him duly proclaimed in the Canterbury Government Gazette, of the date of 12th June. ,
" I have therefore to request that you will obtain from the General Government the necessary authority for keeping a separate account of all fines levied under that Act, and oauee the same to be paid to the Town Clerk. ~ .1
" I have the honor, &c, * " Chaeles Dudley, "Mayor." : He Had niafea public request to ihe Besident Magistrate, in reference to the foregoing letter. Mr Hewlings had written to the Colonial Government but had not had time to get an answer in reply. A letter from >Ir H- J. Wood was read, drawing attention'to the state of Caes street at the head of Beswick street, which required a culvert, so as to improve the drainage. The Clebk : said it would take about thirtj>one pipes;for the cnlvert., Hβ also suggested to .the Council the rjroprety of ordering 200 pipes, for use in different streets, as culverts. ' / ! The Council did not decide to do so it present. The new pinion had, been placed in the swing of the bridge.' Crossings had been scraped in Charles street, and the willow plantation had been earricd oufc near-the BKnd creek. i
The Public Works Committee hatided ; in' their report. They bad inspected the Ghoka drain, and though it did not require doing all the distanoe, they recommended it be cleared out. They suggested the removal of tho water tank in Charles street closer to the fire engine shed, and the fencing on the west side of the north approach to the bridge be replaced. The report advised that a number of T joints for the draining pipes be purchased, and notice be served on Mr Haar to remove a fence encroaching from his section on to the footpath in Ohoko road. The balance sheet laid on the table showed the receipts to be since Mast meeting—Honfc of bridge, £24 9s; rates, 1871, £B'lte| do, 1870, £ 1310s fid; transfer fees, £1 Is, and Mr Harris's subscription to embankment, £2 17a. The expenditure was—Accounts passed at last meeting, £69 18s 7d. bo that the. Couucil were now overdrawn at tho bank to the extent of £53 13s 4d.
Cγ. Kerr moved, and Cr, Wearing seconded,that the following accounts be paid —R. Woodford, repairs to bridge. £2 4s ;W. L. Powell, carting, £16 Is; R. Harper, willow planting, £1 4s. Pay sheet for roads— £13 10a ; do. £7 lls 6d ; Wright and Smith, contract for flood-gate, £18 19s;clerk's salary and commission, £9 4s 6d; toll-collector. £4 lOs. Carried.
An ; account for damage in the ketch Volunteer being detained through tho bridge being out of repair, from Captain Simnionds, for £2 2s, was handed in.
Cγ. KERB moved—" That the same be paid without prejudice to any other claim."
Cr. DAT seconded the motion, which was carried.
Cγ. Ellen's motion was allowed to lapse. Cγ. Kerb moved—"Tho clerk on being satisfied that Mellor and Rosscr have completed their metalling contract in Sewell street satisfactorily, pay them the balanco due of £87 13s 4d."
Cγ. Oram seconded the motion, wliich was carried.
The Council then adjourned.
