London, April 26. The Security Council has decided to postpone till Monday vision ° n the new proposal put forward by tKe Australian ' te with regard to the Spanish question. 1 This has been done to enable the other delegates to get , .fractions from their governments. f The nr-w Australian proposal follows yesterday's debate M there were various differences of opinion about setting Icommittee to inquire whether the Franco regime is a threat Lorld P eace * < At to-day's session the Australian idelegate said that since ,he last meeting- the delegates for France, Poland and himself S agreed on a draft resolution. There were three main Lres in this resolution, first, that on the r-iu'est of the french delegate and other members there should be some menLof the moral condemnation of the Franco regime which ugbwi expressed by the Security Council; secondly, it will Kleft to the council to determine what practical measures the foiled Nations should take if it was found that the Franco ,-JBie was a danger to international peace; thirdly, the comM which is to inquire into the facts of the Francp regime should be given wide powers of discretion to decide how, when ad where its inquiry should be made. As-soon as the Australian delegate's speech has been transited, the delegate from Mexico suggested that a decision Joiild be postponed until Monday. The only other business before the council was a purely formal one and the whole meeting lasted less than half an hour.
