Several owners of unfenced sections in the town area *er e notified to fence same, so fo r only one has complied, two owners asked to he given a little time on account of not beW able to get labour at -present others I ha/c not heard from- ' One trap owner, and one cycle owner were fined for driving mending without lights. Summonses have yet to be served on two mo;c- cycle owners 1,.^ one for furious driving, the ot'rer for hay ing no light.

I beg to draw the attention of the Councillors to several cow questions :-Three ladies, all living in the srme house, in the town area, h?ve registered th.cc cows one for each lady, they are' all' joint ratepayers, and one lady'is paying separate rates on property I argued with them at time of registering as to their not having the right as they were all Hying on same property. They replied their lawyer had advised them it was perfecf.y legal, and they were within their rights. As I have heard several complaints directly and indirectly on the fairness of this registration I wish to refer same to Council. Another case is a ratepayer leasing property in Cameron Road (town area) and Strand; paying rates on both properties I registered this man two cows.V one in his nametand one in his wife's. . : ;

On the motion of Cr Castaing, seconded by Cr Whiting, the report was adopted except that portion regarding the registration of cows In this connection the Mayor moved that Cr Castaing and himself bea committee to look into the matter with full power to act. Cr Whiting seconded. ' Cr Tanner moved as an amend-* ment that the Inspector be instructed to withdraw the collars immediately. The Council, he said, would have to put its foot down. Cr Roberts seconded the amendment. Cr Wrigley said that Cr Tanner was entirely responsible for the trouble in which the Council found itself on the cow question. Cr Tanner should not leave these loopholes in his motions. Cr Tanner reminded Cr Wrigley that he was a member of the Council and equally responsible for seeing that the motions went through in proper form. The Mayor thought Cr Wrigley's remarks quite uncalled for, Jt was his duty to make such suggestions as would ensure the motion being passed without loopholes.. It was very difficult to meet all cases.

The amendment was put' and lost and the motion canied.
