He adds that the Powers aro oxchanging views, and that there is every prospect of success*. It would only be known how the great Powers were effected when the Balkan allies had arranged terms for themselves Germany intended to maintain a policy of friendship towards Turkey, but would; strengthen her relations with the Balkan States, especially in the economic field.
If Germany were forced to fight on Austria's bahalf the whole of the German peoples would be behind tne Government. :
