London, Feb. 26.— 1n the House of Commons Mr Balfour stated .hat the agitators in Ireland had redoubled their efforts in inciting the people to refuse rent etc. Because crime was fast decreasing, farms which had been boycotted were now let, and trade and railway traffic were improving,
