He stated that he would retain the leadership of his party, and advocated dignified opposition to the Liberals and the formation of a proper local Conservative organization throughout the country. Earl Carnarvon, who resigned his position in the late Ministry in IS7S in consequence of its Eastern policy, was present at the meeting. Three per cent, consols, 99.!,. A Ministcri.il bill has been introduced ito the Lower House of the German Parliament for the revision of the May laws. The changes proposed will provide for a large concession to the Catholics in Germany, and will meet the £ views of the Vatican. Calcutta, May 22. The Viceroy, in accordance with the views of the l/'icral party, has been oiiici-.lly instructed to close the campaign in Afghanistan with the least possible delay. It is, however, considered doubtful when the war will close, owing to the hostile tribes still continuing lighting desultorily, although not of a very seiious nature. Capetown, May 22. It is oilicially announced that Sir Birtle Frere has consented to remaiu Governor and High Commissioner of Caye Colony, it being understood for the express purpose of assisting the proposed confederation.
