The Transvaal.

The Daily Telegraph says that even dow Kruger is uo decided about declaring war, and that he intends to in, >ke a special appeal direct to the Queen and Lord Salisbury for peace. The Daily Chronicle, the pro-Boer paper, which has far months past been arguing against the need for Rritish interference in tho Transvaal, has now adopted a different tene, and appeals to the Boers not to allow false pride to prevent them renewing the offer of a seven years franchise (offered by the Boers some time ago and almost immediately after withdrawn) and a joint commission of enquiry, as sat out in tbe British despatch. The German Press is very hostile to Great Britain, This is partly attributable to the loss by German firms of large ordars for guns for tne Transvaal, which now cannot be delivered, and partly to a desire oa the part of Germany to extort concessions from Britain now in regard to Samoa. The Rev Hugh Price Eughes, till recently President of the Wesleyan Conferance, refused to sign Mr Stead's so-caped ' paace manifesto.' Tn doing so he stated that he was convinced President Kruger bad been for years plotting against the British.
