SPANISH AMNESTY
Rec. 10 a.m. MADRID, Oct. 21. A decree signed by General Franco invites all Spaniards in exile accused of rebellion to return to Spain for pardon. A decree announcing the terms of the amnesty asserts that 90 per cent -of those imprisoned for political offences have already been freed.
