RULING BY MR. SPEAKER "NOT BREACH OF PRIVILEGE" Parliamentary Reporter WELLINGTON, this day. -A ruling that an article in the Bay of Plenty Times quoted by Mr C Carr (Govt, Timaru) in the House of Representatives on Wednesday, did not constitute a breach of privilege was given by the Speaker, Mr Schramm, yesterday afternoon. Mr. Schramm sakl he had looked at trra report, and the portion referred to did not seem to him to be a case of a prima facie breach of privilege, but rather a loose and foolish expression of opinion as to the future, which he thought the House could ignore. i
