FORMATION IN ENGLAND Rec. 11 a.m. LONDON, July 31. The English cinema magnate, Mr. J. Arthur Rank, and Mr. David Selznick, of Hollywood, have jointly announced that arrangements have been completed for a new English production company—the Selznick International Pictures of England, Limited, of which Mr. Rank will be chairman and Mr. Selznick, production chief.
