Amendment By Senator Taft Defeated PROVISION FOB REPAYMENT Rec. 1 p.m.-WASHINGTON, April 10 The Senate voting on the amendment moved by Senator Taft (Republican) to the Lend-Lease Extension Bill tied 39 to 39 votes. The Democratic leader, Senator Barkley, pointed out that Senator Taft sought to delete language which merely provided for an orderly liquidation of lend-lease goods after the war ended. Under the Senate rules an amendment is defeated by a tie, but the Vice-President gave his casting vote against the amendment. Senator Taft's amendment, if carried, would automatically cut off lend-lease exports as soon as the war ended, regardless of prior commitments, lie said the Lend-Lease Act contained a loophole which would permit the Government to underwrite billions of dollars of lend-lease loans after the war against the express intent of Congress. Senator A. H. Vandenberg (Republican, Michigan), urging the passage of the Lend-Lease Extension Bill, told the Senate that the United States could no more sensibly withdraw lend-lease before the conclusion of hostilities than it could withdraw the Army or Navy. The Senate, by a unanimous vote, passed the bill extending lend-lease to June 30, 1946.
