He pointed out that shareholders were for the most part small investors with small incomes. They were prepared to accept heavy taxation for purposes of defence but did not see why their small investments should attract taxation, which might absorb three-quarters of their income, while larger incomes, by way of high wages, escape cn a much lower basis.
