U.S.A. AND CANADA All-out Effort To Force Production Rec. 1 p.m. RUGBY, Dec. 23. Washington message says Presi- *? oosev elt has issued a stateapproving the declaration of policy by the joint Canadian and American War Production Commit- ,®®» calling for a combined all-out war production effort and the removal of any barriers thereto. The joint declaration of policy makes the following points: / Victory requires the maximum war production of both countries in the shortest possible time, regardless of cost. (2) All-out production requires the maximum use of * labour, materials and facilities of each country. (3) The achievement of volume and speed requires that the productipn resources of both countries shall be integrated towards a common programme. (4) Each country should produce towards the maximum point of output in the minimum time. (5) Scarce materials required by either country from the other should be allocated as quickly as possible in order to enable a maximum contribution to be made to, output. (6) Legislative and administrative barriers, including tariffs and other restrictions impeding the free flow of needed supplies should be suspended or otherwise eliminated for the duration of the war. (7) The two Governments should take all necessary measures to implement all the foregoing. In his statement approving the joint policy, the President says: "Through brute force and enslavement Hitler has secured a measure of integration and co-ordination of the productive resources of a large part of the Continent of Europe. We must demonstrate that the integration and coordination of the production of resources of the continent of America is rtossible through democratic processes and free consent."
