U.S. OIL AXD WAR SUPPLIES Rec. 5 p.m. TOKYO, Sept. 5. The Information Board said it has not been informed officially that American oil tankers hava arrived at Vladivostock. It also said the negotiations and Japanese representations are still going on. which precludes foreign reports that an understanding has been already reachunder which Japan is permitting t : passage of United States oil and v. supplies to Vladivostock.
