U.S. NAVAL TALKS.
Admiral Meets President At Washington, FLEET REMAINS AT HAWAII. (Received 11 a.m.) . WASHINGTON, July 8. It is revealed that Admiral Richardson,, Coniniander-in-Chief of the United States Fleet, has arrived at Washington from the Pacific for a series of conferences, which he describes as routine. After the talks he is returning to the Fleet. Following a conference with President Roosevelt he said there was no immediate plan to move the Fleet from Hawaii, and insisted that the conference was merely routine. He said the bulk of the Fleet was at present in Pearl Har- , hour.
The Naval Committee of the Scnnte recommended the enactment of the 4,000,000,000-dollar Navy Bill declaring: "Hallway measures will, not suffice. To bo second best is not only an invitation to war but to utter disaster."
