GERMANS' FORTUNES.
Holdings In Neutral Countries. SURRENDER TO REICHSBANK. (Received 10 a.m.) LONDON, January 17. A decree has been issued in Berlin requiring all Germans resident in the British and French Empires before the outbreak of war to surrender their holdings of securities in neutral countries to the Reichsbank.
