General Smuts Reveals How
Plot Was Foiled.

CAPETOWN, December 20.
The police raided German organisations in South-West Africa and visited the homes of officials, where thdy seized documents and evidence which, it is understood, reveal that communication is being maintained with the German Government. Coincidentally, the Prime Minister, Ge««al Smuts, in a speech, said that if the Government had not assumed control of the police in South-West Africa in April the war might have broken out here instead of in Poland. The Government had received a grave warning from an unimpeachable source, and had forestalled serious developments among the population in the South-West, who were regimented and ready for any development. Germany liad followed the same technique there as in Austria and Czechoslovakia, declared General Smuts. The Press acclaims General Smuts' policy, which is becoming more popular every day.
