U.S. Senate Committee And New Neutrality Jbill. STOP WAR SUPPLIES FOR JAPS. (Received '1 p.m.) WASHINGTON. July 11. The Semite Foreign Relations Committee voted, 12 to 11, to postpone until next session of Congress, consideration of the neutrality legislation. The postponement would lie a serious blow to the Administration's hopes to obtain a measure without an arms embargo. It is believed, however, that the Democratic leader. Senator Barkley, may seek to take the issue to the floor of the Senate despite the committee's action, or the President may call a special session of Congress immediately after the adjournment. Meanwhile, Senator Key Pittman. chairman, disclosed that he had placed before the Foreign Relations Committee a joint resolution giving the President power to restrict foreign commerce with any member of the Nine-Power Pact, which discriminated against American nations. This »is aimed specifically at stopping exports of war supplies to Japan.
