CHIANG'S REASONS. Failure of Japanese Strategy. MILITARY AND POLITICAL. Independent Cable Service. (Received ItSO a.m.) CHUNGKING, January 27. Marshal Chiang Kai-shek, addressing the fifth plenary session of the Kuomintang, declared his implicit faith in China's final victory. His reasons were that Japanese military strategy had failed miserably, because the Japanese .had overestimated their own strength and underestimated China's powers of resistance. They had also penetrated too deep into Chinese territory. Their political strategy had failed too when they used Chinese social outcasts to set up puppet organisations. REMAINING VACANT. Position of Jap. Ambassador To France. INDEFINITE PERIOD. (Received 10.30 ajn.) TOKYO, January 27. As an outcome of the French objections to the new Ambassador, Mr. Masayuki Tani, owing to his speech alleging that France is supplying munitions to China, Mr. Arita, the Foreign Minister, announced the post would remain vacant indefinitely.
